Just to follow up with this issue. It was an issue with the firewall on the server. .ashx services were allowed, but then denied in the same configuration. That was the crux of the entire issue.

I didn't have any extra copies in that folder. In the past I did, but I removed them. Today I removed both of those dll files, then re-uploaded them making sure there weren't any duplicate copies. After further checking, I did verify that I only had write permissions enabled for webcharts. Changing to full permissions for asp.net allows it to work correctly.

I ended up logging in with a different admin account already on the system. I then went and changed the password to the account. After 10 more minutes. I was able to login with the other account.

I'm now having this exact same issue. Is there a different work around/bug fix for this?

Is this captcha toggle part of the normal SR1a release? I don't see that option under:
Administration > Configure > Security > Password Policy

Having an option instead of emailing the vendor would be nice.

Have a toggle for email vendor notification, or run a script.
