I tested this with my home address and it reported reduced rates, which I assume are commercial rates.

It appears that upon using Google Checkout, customers are given UPS commercial rates instead of residential rates, even if an AC7 store is setup for using residential rates.

Has anyone modified their Google Checkout functionality to pull residential rates instead?

You could just list a product at $0.00 and as long as a weight is setup for the product, it should still calculate shipping accordingly.

Alternately, if you were running a promotion, you could setup a coupon for that product for 100% off and it will still calculate shipping.

The YahooShopping_FeedDataPath under the same table also references the physical path. I believe that's it.

I figured it out. The setting is under the "ac_StoreSettings" table. On row 67, I edited the FieldName: CommonSiteMap_SiteMapDataPath. Once updated I was able to generate the sitemap.
