We are looking into it. We can surely get a temp fix for it that won't break the checkout but for a proper fix we need to understand the change that UPS made. Have you tried the product specials? You can provide different prices for different user groups.

The code is in WebUserLocator class under CommerceBuilder project. Check its Locate method and see the code comments.

Actually by asking to place guest user what I meant was an anonymous user. Any new user who reaches to the website, you put the account to some designated group.
