The problem was in configuration settings the test mode was enabled and when i disabled it seem like everything OK now.

First of all, I did integrate the fedex with able that including fedex ground, express and so on, and then when i tried to test the system by creating a new account (actually it's one of my existing customer) and order something from website and make it ship to the address, the fedex shipping option...
