I know those installation files are present in the 7.0.7 evaluation download - you could sign up for that. Maybe you could take the .NET 4 files from there and apply them to the 7.0.6 install? I don't know if it would work because I haven't tried, but the 7.0.7 on .NET 4 seems to work OK.

I have the same problem. I created a blank ASP.NET 4.0 application, then merged in the web.config information from a plain AbleCommerce install. Now, if I put this web.config into the AbleCommerce website it works for me while running on 4. You might have luck with it...
