OK, that makes sense, but this scenario is causing another issue.

In the /Checkout/Receipt.aspx.cs page, there is no check for _Order.User == null

So if the UserId is removed, anyone can view the receipt page at: /Checkout/Receipt.aspx?OrderNumber=[OrderNumber]

Is anyone else experiencing this?

Upon further investigation, it looks like it's pretty random and I can't duplicate it with tests but it's definitely happening.

SWEET, your advice worked.
1) I deleted CommerceBuilder.lic from the App_Data folder
2) There was no Store.lic file but I guess you would delete it if it were there
3) I replaced the Database.config file from the original setup files
4) Restart install from beginning
