Yes the start time will be the second the system clock registers the date that the coupon starts and stops.

For the Google feed AbleCommerce uses the Summary Description field of the product for the description information. Please insure that your products have a Summary Description.

SQL Express has limitations on it. I belive that the database can only grow to 4GB and on a multi processor system it will use only one processor.

You may want to check the Application Logs of the two sites.

To check the Application Logs you will need to go on the server and look in the App_Data > Logs directory. You can open the app.log file in notepad and review any errors.

Are all the AbleCommerce installs the same version?

It looks really good. I like the mouse over images. One thing that I would suggest is to watch your image sizes, not everyone has a broadband connection.
