It's worth a shot to look and see if there are any orhpaned items.
In your Admin go to
Catalog >> Orphaned Items
and select the bullet for Products
if it returns any you can then assign them to categories
and then try running the feed builder again.

I was told by my developer that the line of code you posted was supposed to be there and had been there up to 7.0.2 and that it somehow got left out of 7.0.3. He added it back and everything is working fine on my end so far.
