Need Developer to modify coupon behavior (by MFR not ITEM)

If anyone could give us a price quote by PM or point us to someone, that would be great.
We have over 50K products on our sites, and the Able5.5SR3 way of handling coupons is not working for us. When we have 4000 - 10000 items attached to a coupon, our customers start to get database timeouts during checkout, and their baskets crash the next time they log in.
Is it feasible to program the coupon system to attach coupons to an item's manufacturer/brand field instead directly to items?
Would it replace the current coupon system? If it was in addition to the current system that would be great!
Anyone that could help us accomplish this? Or has done this work in the past?
