Need AC Pro to examine our server's performance

We currently run AC5.5 .net SR3 on a dedicated server with SQL express.
We experience significant slowdowns during peak hours.
We have 115,000+ products and 1,500+ categories
We're looking for someone that can go through our setup with a fine tooth comb, and monitor during peak times to understand where our bottlenecks are.
We need to know if
1) Is it worth stepping up to full SQL server in OUR situation based on current performance
2) Whether we need new hardware
3) If our ASP programming is faulty and needs an overhaul
