Customization: users create their own shop

We would like to customize Able shop so that users could create their own stores which would be mastered through our main store.
It would work similarly like Digital River. Digital River lets software publishers to open up a store inside their system, payment goes through them, they take some percentage and transfer the rest. In our case we would have a specialized web application for the printing industry. those who would want to make use of it, could open up a store with us.
We were advised to post this customization request in the forum. Apparently this would require customization to allow granular access to the product editing sections to accomplish this.
Anybody could give us a rough estimate of development time and costs to achieve such a customization.
