Please help me understand how taxes are set up. I need to charge a state tax in MN of 6.5% but also have higher rates for some counties and cities. It appears AbleCommerce will not match on more than one tax, correct? for example, if I have a tax set for MN at 6.5% and also have a zip code list for a city to charge another 1%, the customer seems to only be charged the MN tax even though his zip is in the zip code list for an additional 1%.
Does that mean I need to find a list of all the zip codes that exist in Minnesota and create lists for each tax rate?

I think that is what you will need to do. You might be able to do it with zip code ranges. That wouldn't even work in Ohio, some of the zip codes are in two counties and Ohio's tax goes by county.
