Third party Tax Integration

Hello,

We have our architecture plan pretty much complete on integrating third party tax provider. I have question regarding Calculate and Commit in your abstract class. Is it correct to assume that these two methods are called as a part of the checkout process? Also, if tax provider returns unsuccessful, it there currently process in place to abort checkout process and notify customer. Do I need to check basket for tax line item after Recaculate basket?
