Checking for International Orders - Shipping

Is there anyway I can check for International orders
when a customer checks out?

Right now I have 2 shipping methods:

Flat Rate $5.95, or
Free Shipping - Orders over $70.00

but want to use another one for non-USA orders.
Any ideas on how to do this? thanks

Sure. You can use the Shipping Zones feature. Just select the countries that will be part of the shipping zone and then assign your shipping method to that zone.
