USPS Shipping Configuration question

I am configuring USPS on a site, and have successfully run the canned test scripts. The next part says to activate my account for production before I check activate and complete the configuration. Do I need to activate for production at this time even though I simply want to run tests against the testing URL that has been provided? I have been trying to run tests without this activation and keep receiving "There are no shipping methods available to the selected destination(s)." on the checkout page. Is the lack of production activation causing this error?

Note: The items all have a weight and dimensions and are shippable, the lack of which can cause this same message according to other posts.

I do believe the activation is required to use USPS. Also confirm your warehouse has a zip code associated with it.
