Adding a flat weight to shipments before pulling rates

I am sure that we raised this before, but I did not find where. We would like to add a flat weight (~0.5lbs) to all shipments before the system pulls shipping charges for an order. This would allow for the weight of a box and packing material on small orders. If we just add a small amount to the weight of each item, then an order with several items will be overcharged because the calculated weight will be much more than the actual weight.

There must be a way to simply add 0.5 to the weight calculation prior to Able sending out to UPS / FedEx / USPS for rates. Does anyone know where this is calculated so that we could add the half pound before it is rounded and sent for rates?
