Errors after moving files to a new server

We moved our evaluation installation from server 2008 to server 2003. We were initially getting db decryption errors, so I updated the config file with the connection parameters in the clear. After that I could not load the site, but no error message. Just get a page cannot load error. I removed the CommerceBuilder.lic file and got the page with update key link. Now when I click that link it tries to load udpatekey.aspx. but again does not load and I do not get an error.

What do I do now?

Try adding you server address to c:\windows\system32\driver\etc\hosts file
ip address web address name
10.20.22.223 test.site.com
