Taxes not working

I can't seem to get the taxes working the way I want..

1) IF I include the VAT in the displayed price, then all is well..

2) BUT if I display prices without VAT, and opt to include VAT at checkout time, with a column for VAT, this column shows "0%" and not tax is added to the item.

Any ideas??

My mistake - kind of..

If I show taxes without tax, I needed to show taxes in summary only for the display I wanted.
