shipping estimator flat rate issue

I use a flat rate for international orders with the exception of canada and mexico.. I created a zone "international" that excludes canada and mexico

Canada and Mexico flat rate is different so I created a the zone for only those two countries

Now when I use the shipping estimator to Canada it shows both options "international" and "Canada Mexico" pricing. I must be missing something?

Did you marked your shipping methods available only on selected zones.
