Store not loading after moving to new server

I am setting up a test instance of Able, based on the existing production instance. I requested a new license for the test environment, setup the DNS and hosting, then attempted to move a copy of production over. Here's what I did so far:

1) Copied over all production files to web server (able + custom code)
2) Backup up production database and restored on test instance
3) Turned off SSL in database and changed store url
4) Updated database.config to point to test database
5) Delete the commercebuilder.lic file

After performing these steps, when I try to load any web page I get a generic unable to load webpage error. There is no other detail. I've seen this before, but the things that have resolved this in the past are not working now. I also cannot load the Updatekey.aspx page (gets same error) Any ideas what would cause this?

Is it in a subdomain? If so make sure it is set to an application.

Replace the web.config, app_data/encryption.config, and app_data/commercebuilder.lic files with defaults files from the OEM install package. Should work for you.
