When editing an order in the admin, if you add an item by editing an order, why does it allow you to add more than there is in stock? Does it destock the item?

Yes it will destock the items.

Well if on product inventory tracking Allow Back order is checked then I think its correct behavior other wise either it should show some warning or shouldn't allow to add that amount of items to order. I have logged it as bug you can track progress here
