Maintenance interval

I know how you can set the maintenance interval in the AbleCommerce.config file, but what triggers it to actually run? When is the first time run and what looks at the maintenance interval? We've got a client who wants to run his in the early AM. I was able to set that up on his Able 5 site, but can't figure out how to do it in 7.
