Does anyone know where I can find details of what this is, how it works?

This is a custom taxation implementation for Washington state. AbleCommerce allows you do taxation via creating tax rules/tax codes internally. In some scenario people may require to get taxation information from third parties or external websites. In such cases AbleCommerce allows you create your custom tax provider. We had requests in forums to implement a tax provider for Washington state out of the box. Have a look at following thread viewtopic.php?f=47&t=7562
