AvaTax Integration Question

I set up the AvaTax integration in our cart and am having trouble with tax calculations on some of our products. It appears taxes only calculate on products that are shippable. Is this something AbleCommerce does by default or does anyone know if there is a setting somewhere I can change this so that taxes calculate for all our products (shippable and non-shippable items)?
