Google checkout tax calculation problem

Google checkout does not seem to be calculating the tax correctly for items we ship within Connecticut. Shipping charges should be included in the order total for Connecticut, and tax should be applied to the order total. Right now, tax is only be applied to the items in the order. Shipping is not being taxed. The tax settings under the Google admin are correct. But if orders process from AbleCommerce to Google, the calculation is incorrect. Can anyone advise how to fix this?

From Google help, there seems to be a problem with the Checkout API request.

Is this an AbleCommerce bug, or is there an easy fix to this problem?

AbleCommerce seems to be calculating the tax on Connecticut shipping within the cart (our tax rules are being applied correctly). If someone checks out via another gateway, everything seems fine. Google Checkout is where the problem is. Google is not getting that they should be applying the CT tax rate to shipping cost as well. Any help would be appreciated?
