Custom Kit or Product Variants?

Hi all-

I am trying to figure the best way to set up a product. As an example, assume a 4 compartment candy tray with X number of choices for each compartment (all the same choices). I would want a picture of each choice and a radio button to choose one for each tray. I think the picture below explains it better.

Can this be done using product variants? Or am I correct in thinking I will need some customer kit development?

It could porbably be done either way (kit or variants) but if you need to track inventory for each then kit would be better for how you want it setup.
