Forced Login not working after upgrade to 7.0.7

We just completed our upgrade from 7.0.2 to 7.0.7 and have one substantial issue- when clicking the Checkout button from the basket customers are no longer directed to the login page if they are not already logged in. I guess that when we were testing on the DEV site we were logged in because of bouncing back and forth from the Admin menu, so we did not notice.

How do we direct people to the login / account setup page if they are not already logged in, when they click on the Checkout button in the basket page?
