Shipment Charge Question in 7.0.2

Hi Logan / all,
Had a question in the 7.0.2 build.

When a user selects a Shipping Method in the ship method page and go to Payment page, does Able calculate the Ship Rate and store the actual amount somewhere in the database? I looked around and only saw the method stored.. but could not see the ship cost as a line item... maybe its an error at my end.

Or does it only store the method selected and then calculates the actual rate when they put in payment information and the Checkout happens?

Is there an easy way to override the Shipping Cost that was calculated on the shipping page when they get to the payment page.
