URL authorization failed for the request

I am trying to get into the encryption settings of my store. I log into the admin and can view all other sections except for the encryption settings in the security menu.

The only error I can consistently see is in the event view with 4007 event code and a message "URL authorization failed for the request" I then get redirected to the login screen. Logging in with the correct credentials does not do anything, and I just stay at the login screen.

I researched this and could only find the blog article below with information about this error.

I did have a different application name in my IIS setting than in my web.config. However applying this resolution has no positive effect. I desparetly need to get to the this section. Any help would be much appreciated.
