Implementing rebates for products?

We’d like to be able to display an associated promotion to a product, and be able to display a list of all promotions. These promotions are basically rebates fulfilled by the manufacturer, not by our store. For example, “buy 2 cases of product x, and get a free case or a $25 gift card”.
We want to be able to make these automatically stop displaying on the page of the associated product and the page that lists all promotions based on a given expiration date.
Any suggestions on the best way to implement this?
