What permissions required for encrypted connection string?

If I use AC7 in a shared hosting environment, will I still be able to encrypt the connection string? Or is this something that some web hosts don't allow because it can require access to machine.config?
As an example, I am considering WebHost4Life as a web host.

When I had sites on a shared server at Drundo, I couldn't encrypt the connection string. I can now that I'm on a HyperV server.

Do you know what is different between the two?
Is HyperV just the technology or did you change hosting companies?

I couldn't encrypt while on a shared server because it was running at medium trust. The HyperV is a virtual server running Windows server 2008 and I have access to the server via remote desktop and it is an instance that is not shared with other customers, only sites I put on the server.
