Order Admin - Refreshing Shipping Options

I'm having real difficulty with this one..
In Manage > Orders > New Order, when the Order Admin Changes the Bill To Country to a new location and clicks "Refresh" to update the shipping, the shipping options aren't updating..
But if they click on the "Refresh" button again, they show the correct shipping options..
Version 7.01 here
Has anyone seen this problem before and resolved it?
