Is anyone having trouble creating gift certificates in 7.0? I am followiing the instructions in the user manual (creat a product, check gift certificate, etc...) but a gift certificate isn't being generated.

Gift Certificates are created as products just marked as Gift Certificate by checkbox through EditProduct page. Once customer purchases the Gift Certificate product and checkouts if the order is successful their Gift Certificate would be activated and they can see code or you directly go to gift certificate section and activate gift certificate.
