Percentage Volume discount on Kitted Product

I have several kitted products with volume discount applied. The volume discount is set up as a 10% discount based on quantity of line item.

Discount is not getting applied to the order. If discount is changed to dollar amount instead of percentage the discount will be applied properly.

Unable to reproduce, in order to test I created two products A and B. Then I created a volume discount of 10% for quantity 1 to 2 on for product B. Finally I created a component for product A and attached product B to it. Then I moved to store side and added product to cart and basket applied the 10% discount.

Discount shows beneath the order box Discounts buy any, save 10%
but it is not applied in minibasket or final order confirmation.

Other discount works fine and discount will start to work if I switch it to dollar amount instead of percentage.

I am unable to reproduce it on 7.0.3. Could you please provide step by step details for all that is needed to reproduce it. For example complete settings of discount, kit settings etc. Also it seems that you are having customizations on your store, it may be due to some customization.
