Discounts for email lists

Hi all,

I'm wanting to give people who create an account on my site AND opt-in to a particular email list some shipping discount on future orders. I'd like this discount to be automatically applied to their cart without inputting a coupon code but so far I can't see how I could do this. I've seen that I can apply shipping coupons to a group but not an email list.

Also, is there a way that new customers can be automatically added to a group at the time their account is created?
