Rather than developing shipping rates for every international country, we're wondering if some countries can be set so the shipping rate is applied by the merchant after reviewing the order. We have a drop ship business so we don't use integrated shipping.

1. What happens if we exclude a country from all shipping methods? Can a customer still enter that country as a destination?
2. Is something like this possible?
3. If possible, is there any way to display a message that tells the customer the shipping charge will be added after the fact?

Other ideas / comments? Thanks.

You can build a shipping method that says "Shipping charges will be added" and make this available to only selected countries.

1st step, setup 2 zones. One for all some shipping methods, another for other shipping methods ( go to Configure > Regions > Zones > Add Ship Zone )

2nd step make the new shipping method and select it for only the needed zone. And mark your other methods for the other zones.
( Configure > Shipping > Methods > Add Method )

Wonderful idea for the method name. That's what I wasn't sure about.
