Tax showing for new shoppers

I have had several calls and emails about customers being shown a charge for AZ State tax when they are shopping from another state. The tax is of course removed once they enter in their billing and shipping address but that is only once they decide to proceed with the purchase. I would think it would be best if the tax was 'shown' to a shopper once they indicated they were in fact from the taxable state rather than the other way around.

I also noticed when you look in Reports/Customers/Abandoned Baskets that a simple mouse over of a basket contents shows the items in a basket as well as the AZ Sales Tax. Again, this is misleading both for the number of items in a cart, the basket total, as well as where the order was originating from. At first glance I would assume that all my abandoned baskets were from this state.

Currently using Able version 7.0.2 build 11659

Am I doing something wrong?
