Does AbleCommerce 7 detect if cookies are turned off?

If a user has cookies turned off is this detected? And if so is it possible to redirect them to a page which can be set up to say something like... If not can this feature be added?
You need session cookies to be enabled so you can place an order. Please follow the instructions below for your browser:
Internet Explorer 6.x (Windows)
1. Pull down the Tools menu and select Internet Options
2. Select the Privacy tab and move the slider to Medium
3. Click OK
Internet Explorer 5.x (Windows)
1. Pull down the Tools menu and select Internet Options
2. Select the Security tab, highlight Internet and click Custom Level
3. Scroll down to Allow per-session cookies and select Enable
4. Click OK
Internet Explorer 4.x (Windows)
1. Go to View on the menu bar
2. Pick Internet Options
3. Click the Advanced tab
4. Go down to the Cookies section
5. Click Always Accept Cookies
6. Click OK
Internet Explorer 4.x, 5.x (Mac)
1. Pull down the Edit menu and select Preferences
2. Under Receiving Files, highlight Cookies
3. Beside When Receiving Cookies: select Never Ask
4. Click OK
AOL 5.x Client
1. Go to My AOL
2. Pick WWW
3. Click the Security tab
4. Go to Custom Level
5. Find Cookie
6. Click Enable
7. Click OK
Netscape 6 (Windows and Mac)
1. Go to Edit on the menu bar
2. Pick Preferences
3. From the Advanced section on the Category menu, highlight Cookies
4. Click the check box next to Accept All Cookies
5. Click OK
Netscape 4.x Clients (Windows and Mac)
1. Go to Edit on the menu bar
2. Pick Preferences
3. Go to the Advanced option on the Category menu
4. Click the check box next to Accept All Cookies
5. Click OK
Netscape 3.x (Windows and Mac)
1. Go to Options on the menu bar
2. Pick Network Preferences
3. Click the Languages tab
4. Click the checkbox next to Enable Java
5. Click OK
Mac AOL with IE 4.x Browser
1. Go to My AOL on the menu bar
2. Pick WWW
3. Go to the Advanced Settings option on the Category menu
4. Click Cookies
5. Besides When receiving cookies: Click Never Ask
6. Click OK
