We have had to set some of our sites to recycle the AppPool regularly, so this won't happen. It will be good if there is an answer.

There are a LOT of hits if you search Google for 0x80131418.
Basically the error is exactly what it says: permission error==the Windows user running your site does not have permission to use CommerceBuilder.FedEx.DLL or one of the DLL's that CommerceBuilder.FedEx references.
Permission errors like this (or rather, lack of permission errors) are Windows Server errors. They are not caused by AbleCommerce. You have to fix them in Windows Server.
Your best bet is to contact your server admin.
P.S. This error has been reported quite frequently by people that host their website on GoDaddy.

I am still having problems with runtime errors even after moving to a different (more expensive) server. I am going to have to open a ticket since I've been waiting 3 weeks for a reply.
