AbleCommerce Shopping Cart Software

I am working on a 7.0.2 site with 1 Tax Rule. Is there a way that I can keep that tax rule from being applied to a cart until the customer is logged in or puts in thier shipping information?

From what I can tell, an anonymous user's default address is being set to the address of the default warehouse.

If you want to have a site that doesn't apply a tax to a customer, you have to set up a default warehouse that is set to a none taxable location.
