Add to Invoice or Packing Slip

Could someone please tell me where I could add a Return Policy Statement to printed invoices & packing slips?

You can add it to the packing list, for example right before the </asp:Content> at the bottom of the page. The file is Admin/Orders/Print/PackSlips.aspx
