Shipping Address Issue with PayPay Payments Pro

We experienced an odd issue over the weekend with our client's site. A frequent user decided to use PayPal as their payment option, and their order went through fine except it did not collect a shipping address or shipping charge. All products associated with the order were marked as shippable: yes, so I'm thinking PayPal dropped the address along the way. When we log into PayPal and view the transaction details, we see "we have no shipping address on file."

Shouldn't the user be forced to enter in an address in order to complete the order, or should it pull in from AC? I looked through the Profile tab to see if there was a setting to handle this and did not see anything. Perhaps I need to call PayPal as well...

Quick follow-up: Spoke with PayPal Payments Pro tech support, and they mentioned there is no setting in PayPal to force a user to enter a shipping address and this should be done in the shopping cart.
