Re-Processing Order

Hi,
I need to know if is possible to reprocess a placed order in any fase of order procedure (changing basket items, checkout data and so on)

Order items can be changed from admin side via order summary page. From order manager open desired order summary page and then access appropriate option from left side menu.

This behavior can be replicated outside admin area to a public section and a notification messagge can be sent to customer to notify him of order changes?

Not out of the box. May be you need to put some customization to accomplish this. Alternatively you can change order items on admin side and then add a note to order that its contents been changed. This will trigger an Email to customer letting him know that order contents are changed.
