Credits for users

We need a way to add credits to accounts. Coupon Codes are not going to work for all cases. For example, I might need to give someone a credit for an incorrect order or to thank them for something. I say on the Gallery page that we will give users a $25 credit if we feature their child. What if they want to buy something that's only $15 but all they have is a coupon code... they lose the rest of their credit.
I need a way to add cash amounts of credits to accounts based on email address. The credits should have expiration dates associated with them, but can be spread over more than one order.
This will also be applicable in a Tell a Friend program. I want to do $5 off your first order if you're a friend who's been referred, and $5 off if you refer a friend who purchases.
Is there any way to handle this in the current store?
