Custom Page Needed

Can you create an ASPX page to do the following:
I want to be able to choose a date like on the /Admin/Reports/UnitsPerTransaction.aspx page.
But when I click generate report it shows me all email address and queries the Create Date Field and shows the ones that were created between the two dates
Does that make sense?
Please let me know if you can do this and associated costs
