ISideBar Error

Sometimes, when moving code to the conlib\custom directory, the exact same code that works in the default directory will throw an error like:

The type or namespace name 'ISidebar' could not be found (are you missing a using directive or an assembly reference?)

How does one enable the ISidebar for the custom conlib directory?
