Shipping Estimate Displays not displaying all options

The Shipping Estimate is not displaying the FedEx Ground Home Delivery option. The option appears at check-out but not in the Estimator. I tried logging in before using the estimate because the forum said it works differently when the visitor is logged in. But I got same results.

Shipping Estimate displays these options
Method Rate
FedEx Standard Overnight $44.06
FedEx 2day $34.23
FedEx Priority $53.76
USPS Priority Mail $16.85
USPS Express Mail $38.15

Check out displays these options
FedEx Standard Overnight $46.75
FedEx 2day $39.91
FedEx Priority $56.45
FexEx Ground Home Delivery $19.00
USPS Priority Mail $16.85
USPS Express Mail $38.15

My Question is Why doesn't the Shipping Estimator display the Ground Home Delivery option?

And, How do I get the FedEx numbers to match the cost charged at checkout?

Since noone responded to this post, I asked AbleCommerce TechSupport the same question and this was the response.

A: Hello Rich
The shipping estimator is just that an estimator. It is just to give them a ball park fee for the shipping. Once they go through the checkout and fill in the address and select whether it is a residence or a business which will have a impact on the price. Because with the estimator it does not know if there shipment is going to a residence or a business it will not show the home delivery until the client has selected residence during the checkout process.

I read the link you provided and saw a post about getting the Estimator to display Residential Rates. Unfortunately it is for an old version of AC. I tried to apply the modification but it is not clear where to place the estimateAddress.Residence = true; instruction. Could some help with identifying the place to force the Estimator to display Residential Rates for version 7.1?

There is a copy of the BasketShippingEstimate.ascx.cs source file in the Custom folder. Once I made the change to that file, the Estimator started displaying Residential Rates.
