Kits, Volume Pricing

I thought kits would get any applicable volume discounts associated with component items applied to the kit.

Here's the situation:

Kit = product id XXXX
(inventory not tracked because components are; no price, because sum of component prices will be shown)
Consists of two (or more) components.
Let's call them component YYYY, which has part number PPP1 as the shippable item and component ZZZZ, which has part number PPP2 as the shippable item.

Both (could be either, also) components are set to use the item price (PPP1's and PPP2's price).
They both have volume discounts associated with them.
Let's say the PPP1 price is 10.00 at qty = 1 and 9.00 at qty = 10+
Let's say tha PPP2 price is 20.00 at qty = 1 and $15.00 at 10+

Okay, if the customer orders one of the kits...their price will be (and ought to be) $30.00 (10+20)
If the customer orders 9 (no discount yet) their price per kit will be (and ought to be) the same $30.00 each or $270.00 total

But if the customer orders 10 (discount ought to kick in on both components/items) the price for the kits ought to go to $24.00 (9+15 = 24) each.

I thought this was the way AC ought to work but it does not do that...
Is there something I am doing wrong?
Is this the default (obviate volume discounts on the components of kits)?

How can we make this work the way it seems it ought to?

I ran a test kit with a test component and it did as expected....when the item qty got above the first discount level that discount was applied.

Why some kits do and some do not work that way is something I can't seem to find.

ANyone know what I am doing differently?
