Bug? - Checkout allows bad zip code

We just received an order that went through shipping calculation with a totally invalid zip code. How is that you can even get a UPS calculation with an invalid zip code? The zip code entered was: 9823, the correct zip code is 98223.
If you use the shipping calculator and put that bad zip code in you get an error: "You must enter a valid US ZIP (#####)" but no error on the final checkout page.
Is there a fix for this?
