shipping estimator requires zip code

I am using 7.02

I use flat rate shipping

For all countries other then the US and Canada.

A person will be required to choose the country, and required to pick a city. The shipping estimator does not put up any message that a zip is required ( some countries do not have them) but if they do not enter a zip it says...... No shipping methods are available for the current items and/or the given destination.........talk about dropping a sale. How do I get the shipping rate to work without them entering any zip code???????

It appears the estimator must be tied to an integrated carrier. I do not do that. I am eliminating shipping estimator
